v0.16 was released just after the freeze-for-new-stable.  v0.16.1
released a few days after that, and there was a furious pace of
updates after it was released, so v0.16.1 was deemed too unstable (and
at the same time, already obsoleted) to be packaged at that point.
v0.17 was released not 3 months after that, so v0.17 would not be in
next stable anyway.

During the freeze-for-next-stable we have to keep the packages in
unstable "fit for release", to be able to fix problems and upload new
packages as required for the next stable release.  So if we package
newer versions for unstable, maybe the package is not going to ship in
stable altogether.

So it's unfortunate, but unstable cannot be freely updated and it's
kind of blocked during this freeze period, and it spans for quite a
few months.

Maybe we should use "experimental" especially during this times.

Unfortunately, the link to the webpage is tied to the information of
the last upload, we cannot do much about that without uploading a new
package.
