this is related to the other issue I reported http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=689639
because of a problem created by the javascript-common config, mantis' js files do not load, if they do this bug is not there
I fixed it by altering the offending config and there is already an issue under discussion for fixing this since it's caused by the apache-common package and not mantis, this can be considered closed
