The series file was added in an NMU; but even before that, having both 3.0 (quilt) and dpatch leftovers in the same package is too confusing for words. As far as I can tell, what happened is that these old dpatch files were correctly removed in an NMU (1.10-0.1), and then when the maintainer integrated that NMU in 1.10-1 he reintroduced debian/patches/ along with debian/docs.
