As noted in the changelog from 1.1.2+dfsg-2:
* do not build-depend on ceph (librbd-dev librados-dev), since ceph is
having longstanding issues in wheezy.
This was done because ceph has longstanding unresolved RC bugs preventing
migration to wheezy:

It also doesn't seem to build from source in sid on several architectures:

Until those issues are resolved, we'll need to build qemu without rbd support.
