May I ask you how did you notice the issue?
This script notifies me every time I install a package that didn't clean
their obsolete conffiles:

I genuinely missed it so perhaps I need to develop a habit to check for
obsolete conffiles when packaging new versions...
I recommend carefully reviewing debdiffs, both between two .dsc's and
two sets of .deb's. If you put DEBDIFF_CONTROLFILES=ALL to
~/.devscripts, it'll show you wdiff of various control files, including
"conffiles".
