Hi, we (DSA) would very much like this bug to be fixed. Restore is a special case and running bacula-fd by hand or with other parameters is not a problem, as restores are done fairly rarely. Another option would be for bacula to be able to just write a tar file on disk, which could then have the right owner/groups inside.
The extra dependency on libcap2 shouldn't be a problem for anybody. A fair amount of stuff already depends on it and it's a tiny library. If we could have this bug fixed for Wheezy that would be very, very nice, though I suspect that's a bit late (but if you could, please do ask the release managers nicely).
