Our mk-build-deps scripts generates (and optionally installs) a package
that Depends on all the Build-Depends.  It uses either d/control or
apt-cache's knowledge about the source package, based on how it's
invoked.

I know it's not a direct replacement for the script you mention, but it
seems to still fit the role.
