Package: publicsuffix

Based on the attached e-mail from Gervase Markham, i think we should
rename /usr/share/publicsuffix/effective_tlds.dat to
/usr/share/publicsuffix/publicsuffix.dat for clarity.

Since the publicsuffix package hasn't seen a stable release yet, and has
few reverse dependencies, the time to make this change is sooner rather
than later.

If it's not too late, please give it a better name. "Effective TLD" was an old name for Public Suffix, which we stopped using because it needlessly irritated some of the TLD registries. Please call it public_suffixes.dat or public-suffixes.dat or publicsuffixes.dat, depending on what the naming conventions are. It's only got the name it has in Mozilla because changing it is a pain.

Other than that, feel free to redistribute it as you choose :-)
