rising the severity as this gets really annoying. It needs every bug to be fixed manually to get proper initial version information (I'm now adding Control: found -1 $package/$version to my submissions to avoid having to remember doing it after getting the bug number). I think it's especially problematic for RC bugs as an unversioned RC bug will be taken as "in all versions" and therefore won't block a migration even if it was just introduced in sid only ...
