A current Debian stable system I use shows the menu item. Just to make sure, I referred to a menu item in gnome-control-center, the graphical tool. There is an item called "Other," which contains an item called "Input Method Switcher."
If that doesn't work, the following is a guess at what could cause the menu item to not show up. I have a package called "libgtk2.0-bin." It provides, among other things, the "/usr/bin/gtk-query-immodules-2.0" command, which lists which locales are mapped to which IMs. If you ask me how one goes changing those mappings, you get a blind stare. If somebody knows, that could be great help. The xim IM could have "fi" added, for example. Whether that would change things or not is another matter, but could be worth testing.
