Hi all, In researching this I found that the bug is due to dependancy problems in the libxine1 package which totem-xine depends on. The bug for libxine1 is #288331 if you are interested in the details.
To solve this bug in totem you have two choices. One, install totem-gstreamer and your ogg files will play but without the goom visualisation. Two, you can install the libtheora0 package which fixes the libxine bug locally. Presumably the libxine package will recommend libtheora in the future.
