According to Debian policy, changelogs should either be plain Ascii or
UTF-8 due to the lack of internal encoding specification in text files.
The correct encoding cannot be reliably autodetected with iso8859-1.

Yeah, it just a "recommendation", but there is no reason not to do so.

Also this is just a recommendation right now to not make dozens of
packages instantly "buggy"...
