Here is a simple long standing problem that is easy for you to fix.

If the apt-get user uses --no-download, he still sees messages like
Need to get 74.2MB/533MB of archives

And --print-uris will still show uris.

But in fact fortunately those 74.2MB of uris are not downloaded.

They just seem like they will be from what the messages say.

Therefore please say
Need to get 0MB/533MB of archives
And don't print any uris.

Otherwise the user thinks you still intend to download.

And make sure no names of packages that aren't going to be downloaded
appear in any lists, e.g., "The following packages will be upgraded".
