Package: svn-buildpackage

Today's update (0.6.12) seems to want external access even when not
necessary for an envocation of svn-buildpackage. I would imagine this
would make off line usage of a repo very difficult :-( Something I do
on the train regularly

Things like --svn-export/ --svn-build didn't check back to upstream,
but now appear to as demonstrated with the Password: request below:
