Well, depends,... do you agree with me that this was really any abuse of mod_negotiation? And if not why? :) Because if so, I doubt that we really help our users if we let them to continue. If they really want, we can give them a description how to do so (simply add some mime type for php)... but we should also tell them, that most likely, what they want is mod_redirect; or at least that's what I'd expect for #670945.
