It's supposed to (in fact the strange size of -1 is approx's internal indication of a chunked transfer, where the size is not known in advance). The fix was trivial, but it's evidently been broken for quite awhile since you're the first person to report this. I guess Debian repositories that use chunked transfers are quite rare.
