Package: python3.3-minimal Version: 3.3.0~b2-1 python3.3-minimal up to 3.3.0~a4-1 shipped the /etc/python3.3/sysconfig.cfg file. The current version doesn't include this file anymore, but it doesn't remove it on upgrade:
