I'd like to start by pointing out that I haven't tried to run WebGUI
with Perl 5.14 yet, so I thank you for your debugging efforts.

Please try removing or commenting out the

require Apache2::Cookie;

line from /etc/webgui/preload.perl and restart Apache.
