This is a packaging error. Unfortunately no one noticed this before (it is broken since upstream version 1.0), and unfortunately it needs an introduction of a new package - s390-tools - from http://repo.or.cz/w/s390-tools.git - into debian to fix this. There might also be a similar issue with ppc and ppc_rom.bin - I need to investigate it further.
