My personal stance on this (so, not the release team view): uploading with the spanish translation would have been OK as it is well known that such updates are anyway accepted. That would save another upload and another freeze exception request later on..:-). But I very well understand you want to give priority to the security fix and not "pollute" your request with an unrelated change.
