I had a look in <URL: http://docbook.svn.sourceforge.net/viewvc/docbook/trunk/gentext/locale/ > for a newer version of the norwegian translation, only to discover that the no language code have been removed there, and replaced completely with nb.
Perhaps that is a good idea for dblatex too? Or can 'no' be turned into an alias for 'nb'? There are some translated strings in no.xml that are missing.
