That's postrm instead of prerm (taken from the dpkg-maintscript-helper
manpage), but the problem isn't solved due to another issue on the
php5{dis,en}mod command when the conffile isn't present.

Any way, it seems that creating the file manually (e.g. with touch) will
let you later remove the package (although I would also purge it).
