Hmm, this is still happening with the "fixed" version in wheezy. I don't think this was a bug in tipa at all ... but the following workaround can finally solve it (for xfonts-tipa, and so far I haven't seen any other package affected by this):
sed /encodings/d debian/rules debian/dirs As long as the encodings dir is shipped, debhelper seems to generate the problematic update-fonts-dir --x11r7-layout encodings call.
