I still suspect the old monolithic ia32-libs package to be the culprit.
I uploaded a new version of fglrx-drivers to experimental that declares
a conflict with the older ia32-libs versions. Please test this and
report whether 32-bit OpenGL programs are now working again on amd64.

To install this package you'll need to have i386 enabled as a secondary
architecture and you'll need to install ia32-libs from sid (that is a
transitional package, depending on all the :i386 library packages that
were previously shipped in ia32-libs), which will require several
libraries from sid to install successfully - primarily libsasl2-2
(2.1.25.dfsg1-5).
