unicode(1) is vastly less useful without unicode-data, and while it can
be used without it, I think it satisfies the requirement for Recommends
just fine, so please change the Suggests: unicode-data.

Also, you can just drop the console-data part of the dependency, squeeze
has 2:1.10 so it's quite unlikely anybody will still have console-data
of such an old version installed.
