Hi! It seems that the usage of usertags is not documented anywhere on www.debian.org/Bugs/. At least http://www.debian.org/Bugs/server-control should mention, that one can set them by specifing "user <email>" (if different from sender) and setting them via "usertag <bugnumber> <tag>".
