   * What led up to the situation?

Installing the package

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I could do nothing.  There were ZERO instructions on how to use the package at 
all.  It wasn't until I asked someone on IRC and they suggested to look in the 
/usr/share/doc folder.  I am new to Linux/Debian and would NEVER have known to 
do that.

   * What was the outcome of this action?

I can now access the html format of the book.

   * What outcome did you expect instead?

Nothing.
