I'm not sure why arguments in favor of packaging this tool are deemed lukewarm. It's simply a tool used to debug regular expressions in any environment that uses pcre, this can be exim, apache, or even php code. I find this tool occasionally useful and I'd like to have it available. Packaging it with pcregrep is counter-intuitive and somewhat illogical so if this takes a -tools package then I'm in favor of that. exim is a good example of where regular expressions can become quite complicated and very difficult to test, but that is in no way the only place where this tool is useful. It's also a good educational tool.
