I discovered that when using the virt-manager gui to create a new volume within 
an LVM, libvirtd needs to be restarted in order for the cgroup to be created?

otherwise creating new vms with the wizard that use that volume fail with

Unable to create cgroup for Foo: No such file or directory

same sort of symptoms as those described in 
https://bugzilla.redhat.com/show_bug.cgi?id=696218
