When using make-kpkg I observed that the -j / CONCURRENCY_LEVEL configuration does not do anything when you use the buildpackage target, and only works with the kernel-image target. You can reproduce it by using ps auxww | fgrep cc1 when using either target. You will only see 1 cc process when using buildpackage regardless of how you set -j / CONCURRENCY_LEVEL, but you will get the correct number if you use kernel-image. This should get fixed so you can build in parallel when possible under either target, not just one target.
