Same problem on my computer.
I locate the problem : I use only network-manager, no network are configured on 
my /etc/network/interface

But /etc/init.d/bind9 Should-Start only contain $network, no network-manager.
So boot order is :
— S02bind9
— S04network-manager
When booting bind9, no system connection is up

Adding network-manager on /etc/init.d/bind9 Should-Start and « update-rc.d 
bind9 defaults » fix the problem :
— S04network-manager
— S05bind9
System connections are alive when bind9 start, no error at boot
