I am interested in this feature; partly because it sounds like it can
remove the need for manual "emit-only-once" code in various checks.

Though, the current suggested solution works on a "tag-level", but for
(e.g.) "hyphen-used-as-minus-sign" we currently limit it "X per file"
rather than "X in total".
  Of course, the issue here is that we (currently) do not associate
emitted tags with file triggering the tag, so it is not possible to
solve currently.

Also, are we going to add an extra tag saying "(and X other instances)"
or do we leave a note in the end (e.g. "Some emitted tags are not shown")?
