Package: liblinear1

Hi,

Could you please drop the recommends against liblinear-tools.

Nmap is now depending on liblinear1 which is pulling liblinear-tools via
the recommends. In turn liblinear-tools is, by default, pulling a lot of
other dependencies.

I don't think it's the role of a library package to recommends packages
like liblinear-tools.
