While a repository has an fsck operation running on it, list-toplevels
and list-keys fail with the following message:

        $ obnam --repository=/repo --encrypt-with='backup key' list-toplevels
        ERROR: [Errno 20] Not a directory: '/repo/lock/userkeys'

        $ obnam --repository=/repo --encrypt-with='backup key' list-keys
        ERROR: [Errno 20] Not a directory: '/repo/lock/userkeys'

list-clients also fails, but it doesn't output anything. client-keys
works as normal.
