That looks a bit unrelated. The Alt+mouse resizing works wether or not
the frame is displayed.

What you find wrong is having maximized windows which are not full
screen, and that is indeed a bit inconsistent, but wether the frame is
drawn or not is irrelevant, imho. And adding the hability to resize it
is just adding confusion.
