The user found a bug in emacs and reported it against the emacs
package, which corresponds to the emacs24 source. But the real
bug was not in the emacs24 source, but in emacs23.

I don't see the point of having emacs from src:emacs24 depending
on emacs23. IMHO, you should have kept

Package: emacs
Source: emacs23
Version: 23.4+1-3

and the emacs24 source shouldn't have an emacs binary package until
it is ready to depend on emacs24.
