...
       ftp:ssl-force (boolean)
              if true, refuse to send password in clear when server does
not support SSL.  Default is false.
...

So it has nothing to do with certificates.
Maybe you want:

       ssl:verify-certificate (boolean)
              if set to yes, then verify server's certificate to be
signed by a known Certificate Authority and not be on Certificate  Revo‐
              cation List.
