I guess this actually applies to eclipse-cdt >= 8.0, but at least 8.1.0 is known to be affected. In the source (if affected) should have at least one of these files: acmacros-2.68.xml ammacros-1.11.1.xml The issue is that those files are generated from GDFL with invariant sections and is non-free in according to Debian.
