The above is the relevant line from /etc/crypttab for my root device. Below is the relevant part of the systemd-journalctl output. It seems that there is a 90 second delay on shutdown when it tries to close the LUKS device for the root filesystem. Ideally it would know that the device in question can't be closed, and failing that it wouldn't wait 90 seconds.
