No. Just now testing and unstable has tetex-2.0. So, tetex-3-only packages have to be uploaded in experimental. More over, there are much more users of testing and unstable out there than those who have already installed tetex-3 from experimental. So, if you want feedback from these users, it is better to make tetext-2.0 compatible packages meanwhile.
