restorecon will never do any harm.  So running it more than it's needed, 
running it twice, etc doesn't matter at all.

When in doubt it's best to run it.  You wouldn't want to run it a million 
times, but running it twice instead of once in the init script won't slow 
things down in any way that makes a statistically significant difference to 
the boot process.
