Currently espeakup is not asserted to be on cd1. If speakup is not on cd1, blind users (with no braille device) which use only cd1 to install Debian, end up with an unusable system, because lacking espeakup to talk to them. To avoid this situation, espeakup should really be on cd1, just like brltty is. alsa-utils is also needed, but I see it's already on the list.
