In the xpdf man page:

   -z zoom
        Set the initial zoom factor.  A number specifies  a  zoom
        percentage, where 100 means 72 dpi.  You may also specify
        ´page', to fit the page to the window size,  or  ´width',
        to  fit  the page width to the window width, or ´height',
        to fit the page height to the window height [config file:
        initialZoom; or X resource: Xpdf.initialZoom]

But one cannot choose at the same time the initial zoom factor
(e.g. 150) and the zoom policy (page, width, height).

The problem is the following: when I start xpdf on a PDF file, the
text is too small for me. Instead of the default zoom factor 125,
I would like 150. For that, I can use the "-z 150" option, but if
I enlarge the window, the zoom factor won't be increased.

IMHO, it should be made possible to specify both the initial zoom
factor (the initial window size will depend on it) and what happens
if the window size is changed (4 possibilities: fixed, page, width,
height).

A third option should be defined to specify what happens if the window
wouldn't fit in the screen with page, width, or height, and a zoom
factor that would be too large: either revert to fixed to honor the
zoom factor, or set the zoom factor to the maximum possible value such
that page, width, or height is honored.

How the keys '+' and '-' (to change the zoom factor) behave should be
configurable too, i.e. if they can change the window size or not. They
currently don't have any effect for page, width, and height, but they
could have an effect if the window size can change.
