I disagree. Nobody can reproduce this bug at all. I already
tagged it unreproduble, the postinst code of luatex runs the
fmtutil code *ONLY* if texlive-base is configured, so I don't
see *any reason.
It might be that in OLD versions it was like that, but as long
as nobody can reproduce it ... can you?
