Debian packages need to be built from upstream tarball. This allows
people to download and check the tarball (md5sum). Moreover, uscan
and friends (git-import-orig --uscan, ...) also look at the upstream
website to download it and prepare the next version. If you really
want to change the tarball used to built the package, you need to
rename it. It is often done when this is required to remove non-dsfg
files but it is best to avoid it if not required.

Ok, you convince me that adding the local repo by default is not
a good thing. However, I'm still convinced that this should be
possible for people that want to (ie to have the possibility to
have a *read-only* local repo).

Oups, I forgot. If you prefer to lets them in usr/share/weboob/,
I'm ok if you provided a documentation (just a text file) in
/usr/share/doc/weboob to tell about them. For myself, I would have
not find them without looking into the sources directly. That why
I move them.
