Yep. The future hasn't arrived yet (the versioned unpack-time dependency on dpkg would still be too heavyweight) so this will take some time. In the meantime, if the conffile-related behavior of the maintainer scripts is problematic in some way, that would be an important bug and I'd be happy to look into it.
