As of today, this bug still exists for my setup as well. I'm at version 2.4.14-2 of libgphoto2-2:i386.
When the camera is plugged in, it acts like something automatic is trying to run that accesses the camera, and then fails. This results in an error like "Unable to mount KODAK EasyShare Z740 Zoom Digital Camera", "Error initializing camera: -60: Could not lock the device". After it does this, other command line tools (e.g. gphoto2) no longer work on the camera. I think the automatic run gets things into a bad state because once, I managed to successfully run a gphoto2-based script after plugging in the camera but before the automatic piece ran, and my script worked fine. But usually something runs, fails, and then no further access is possible.
