the reason why debmirror does not download the translation files for the sections contrib and non-free is that there are no Index files for these sections on the Debian FTP servers. debmirror downloads the translation files after parsing the Index files in the i18n directories. If it doesn't find an Index file, it will not add the translations files in that i18n directory to the download queue and eventually not download the translation files. The Index file for the i18n directory is present for the main section only. Since the SHA1 sums are present in the Release files, debmirror should probably switch to using these for downloading the translation files instead of looking for Index files in the i18n directories. apt has already been patched to use the Release files and not the i18n/Index files anymore (#673444, [1]). So maybe debmirror should be patched in the same way. Alternatively, the FTP team needs to add the i18n/Index files for the contrib and non-free sections.
