Is that possible? Or most importantly dovecot-core and dovecot-managesieved

dpkg triggers should allow it. I'll have to figure out the details but I
think other server packages like Apache do this.
An alternative would be to move libmanagesieve_login_settings.so and
libmanagesieve_settings.so to dovecot-core package. I don't think they
require anything from the managesieve packages.
If the triggers idea doesn't work then this could be an alternative but
its an inferior one.
