I probably didn't understand exactly what you're asking, but when in GTK+ UI you have SMTP problems submitting the email, then you're asked to retry or to stop and save the email; and the email is saved in /tmp/<pkg your reporting a bug to>.... and other stuff. You can take that file and use it to compose a new email from your MUA and send the bug. Is this a satisfying answer?
